Checked Baggage inspectations for passengers arriving in Lima, Peru?

Or am I paranoid? First... do they check your checked luggage in scanners and by hand before you pick it up, after you come out of the plane? Second... would they care if I had one or two of those big 200 disc cd binders? Obviously I'm not going to declare it because I heard they calculate those dvds cost $20 and charge you 20% tax for everyone. So if I have 400 movies.... I would be paying hundreds or thousands of dollars. SO IS IT OK IF LEAVE IT IN MY LUGGAGE AND IGNORE IT? All Peruvian authorities just dont care unlike Americans... correct? By the way its for personal use for me and my friends and I am going to stay there a year maybe.
It's a lottery. You may think I'm joking, but you press a button and if it comes up red then you have your baggage x-rayed. And if you're really unlucky you'll have the baggage opened as well.

It's the most thorough airport I've ever seen for examining baggage AFTER arrival instead of before departure! And I've been all over the world in airports big and small.

Basically the arrival procedure is exactly the same as at any other airport - immigration, then pick up your baggage from the belt, and then go through customs. It's the customs bit that I'm talking about.

I've no idea on import duty for CDs but generally (in most countries) if they're yours, you shouldn't be charged. If they were still shrink wrapped in plastic then they might get a bit more excitable. I'd leave it in your bag and if they spot it, then bad luck. I've heard that Peruvian jails are pretty nasty.
