Why no standing on the upper deck of a double decker bus ?

oh wow thats a question i encountered in my psle science practice book 2002-2006.
well, its got something to do with stability. standing is not allowed on the top deck because it may cause the top deck of the bus to be more heavier than the bottom deck. thus, the bus isnt stable anymore. when the bus turns, the top deck will probably cause the whole bus to tilt dangerously (and fall, in the worst scenario)
whereas, if the bottom of the bus is heavier than the top, when the bus turns, the bus will be very stable and wont tilt dangerously so no accidents will happen. yeah.
